The invention discloses a pumping and drainage system for hydropower station plunge pool maintenance and a construction method. When a plunge pool at the downstream of a hydropower station dam is maintained, a leakage water pump station of the plunge pool is used for pumping and draining water to pump water in the plunge pool, so that the plunge pool is checked and maintained; in order to guarantee safety and stability of a plunge pool bottom plate during flood discharge, longitudinal and transverse drainage galleries are arranged on the plunge pool bottom plate, and a drainage tunnel, a water collecting well and a leakage drainage pump station are arranged in a mountain. According to the method, civil engineering and electromechanical equipment of a leakage drainage system are fully utilized, and a drain grating, a sump, a drainage steel pipe and a manual stainless steel valve only need to be additionally arranged between the plunge pool and a leakage drainage gallery on an existing leakage pumping and drainage system of the plunge pool; after the method is adopted, the increased work amount is small, a water pumping platform, a water pump and the like do not need to be erected in the plunge pool during inspection and maintenance of the plunge pool, and the economic and efficient effects are achieved.
