The invention relates to a water-stable double-layer continuous paving construction method based on intelligent compaction. The water-stable double-layer continuous paving construction method comprises the following steps that tuff is crushed; burdening and fully mixing the crushed tuff; the paving and compacting device is used for paving and compacting the lower roadbed at the same time; the paving and compacting device comprises a vehicle body, a box body located on the vehicle body, a discharging pipe communicating with the side, facing the tail of the vehicle body, of the box body, and an opening and closing assembly installed on the box body and used for controlling discharging. The vehicle body is provided with a vibrating mechanism used for compacting the paved materials and a rolling mechanism used for flattening the compacted materials, the vibrating mechanism is located on the side, facing the tail of the vehicle body, of the discharging pipe, and the rolling mechanism is located on the tail of the vehicle body; checking and accepting the paved and compacted lower roadbed; paving and compacting the upper roadbed by using a paving and compacting device again; and the paved and compacted upper roadbed is maintained and accepted. The construction method has the effect of shortening the construction period to improve the construction efficiency.
