The valve element structure comprises a valve body and a sliding assembly, a sealing cavity is formed in the valve body, and two sets of overflowing holes communicating with the sealing cavity are formed in the surface of the valve body; the sliding assembly comprises a plunger body, the plunger body is connected into the sealing cavity in a sliding mode and divides the sealing cavity into two damping medium containing spaces, the two damping medium containing spaces are communicated through an overflowing channel in the plunger body, and the moving direction of the plunger body is the same as the axial extending direction of the sealing cavity. The length of the plunger body is smaller than the distance between the two sets of overflowing holes and larger than the diameter of the overflowing holes. The plunger body is provided with a first position and a second position, and when the plunger body is located at the first position, the plunger body is located between the two sets of overflowing holes. And when the plunger body is located at the second position, the plunger body seals one group of overflowing holes. Under the action of external force, one set of overflowing holes in the surface of the valve body are completely blocked by the plunger body, pressure cannot leak inwards, and the locking state of the speed locker is stable.
