The invention discloses a road asphalt laying construction device which comprises a frame, a grinding roller, a driving mechanism, a stock bin, a discharging mechanism, a tamping mechanism and a transmission mechanism, the driving mechanism is used for driving the grinding roller to rotate intermittently, the discharging mechanism and the grinding roller work synchronously, and the transmission mechanism is used for transmitting power of the driving mechanism to the tamping mechanism. The device has the beneficial effects that the driving mechanism drives the grinding roller to rotate, so that power for advancing of the device is provided, the discharging mechanism and the grinding roller work synchronously, in other words, when the device advances, asphalt in the stock bin falls synchronously, and the grinding roller grinds the falling asphalt to be flat. The transmission mechanism transmits power of the driving mechanism to the tamping mechanism, the tamping mechanism and the grinding roller work alternately, namely, in the braking process of the device, the flattened asphalt layer is tamped, and the device can automatically achieve local asphalt laying work during pavement patching.
