A cold water outlet pipeline and a cold water return pipeline are connected between the cooling tower and the water chilling unit, the water chilling unit is connected with a chilled water outlet pipeline, the chilled water outlet pipeline is connected with a cooling water inlet branch, the cooling water inlet branch is connected with the low cabin surface air cooler and the high cabin surface air cooler, and the low cabin surface air cooler and the high cabin surface air cooler are connected with a cooling water outlet branch. The cooling water outlet branch is connected with a chilled water return pipeline, and the chilled water return pipeline is connected with the water chilling unit.
