According to the anti-collision guardrail reinforcing steel bar installing and positioning clamp, reinforcing steel bars are placed on a sliding plate, the sliding plate inclines to slide the reinforcing steel bars to a conveying belt, then the reinforcing steel bars are pushed into a long plate through the conveying belt, and then a connecting piece on a first fixing shell is driven by rotation of a first rotating shaft to drive a connected second limiting plate to turn up; when a long plate is turned up and rotated until the long plate is approximately perpendicular to a base, a first hydraulic cylinder pushes a first connecting rod to approach the long plate until a fetching ring takes out a reinforcing steel bar, and a second rotating shaft in a second fixing shell on the first connecting rod drives the fetching ring on a fixing block to rotate so as to put the reinforcing steel bar into a mounting groove; then, a camera lights up indicator lamps at all positions according to the installation position of each steel bar, a second hydraulic cylinder on a fixing plate is lighted up, a third fixing shell is pushed to the lighted position through a sliding block below the third fixing shell, then a second connecting rod and an object taking clamp extend to take out the steel bars, a third rotating shaft rotates, the steel bars are brought to the installation position, and then installation is conducted.
