The waterproof protection layer has water permeability, and a three-dimensional drainage structure formed by transverse and longitudinal communication of drainage pipes is preset in the waterproof protection layer; the three-dimensional drainage structure is provided with one or more main pipelines; the main pipeline is connected with a plurality of layers of branch pipes through a four-way joint or a three-way joint and is finally discharged into a water collecting well; the ends of the branch pipes are plugged through pipe plugs.
