Comprising a circular ring track which is horizontally arranged and forms a steel column positioning cavity, an adjustable supporting assembly which is arranged in the circumferential direction of the circular ring track and used for supporting a circular ring support, and a plurality of positioning assemblies which are of the same structure and are in sliding fit with the circular ring track in the circumferential direction of the circular ring track. The invention also discloses a use method thereof. The steel column can be effectively positioned, and compared with the prior art, the positioning precision is high, and construction is convenient and fast; and the application range is wide, and positioning supporting of steel columns with different outer diameters can be achieved.
