The lime mineral powder stabilized steel slag pavement base mixture is prepared from the following raw materials in percentage by weight: 4-9% of cementing material and 91-96% of steel slag aggregate, wherein the cementing material is prepared from the following raw materials in percentage by weight: 17-25% of lime and 75-83% of slag powder. The 7d unconfined compressive strength of the steel slag-based pavement base mixture prepared under the condition that Portland cement is not added is remarkably improved through optimal design of the mass ratio of the lime to the mineral powder to the steel slag.
