The invention relates to the field of damping technology control, and discloses a novel base shock insulation and damping system which comprises a main body structure composed of a basement and an upper structure arranged outside the basement, and supporting structures spaced from the basement are arranged on the periphery of the basement. The basement comprises basement outer walls poured on the periphery and basement floor slabs at the connecting positions, a basement bottom plate is poured at the bottom of the basement on the bottom layer, multiple sets of energy dissipation and shock absorption devices are arranged between the main body structure and the supporting structure, and the supporting structure is connected with the basement of the main body structure through the energy dissipation and shock absorption devices. Three-dimensional damping of the main body structure is achieved, a foundation pit bottom concrete layer is poured on the surface of a soil layer under the corresponding main body structure, and a plurality of sets of shock isolation devices are arranged between the main body structure and the foundation pit bottom concrete layer under the main body structure, so that the utilization rate of the supporting structure is maximized, and the energy dissipation and shock absorption devices are variable in form and high in adaptability; wide application prospects and a very good damping effect are realized.
