The invention discloses a plugging device for a reserved hole in a full water test of a pool. The plugging device comprises a threaded rod, a pressing air bag, a first sealing block, an inflatable air bag, a second sealing block and a threaded ring, the threaded rod is transversely arranged, one end of the threaded rod is connected with the plugging side of the first sealing block, the other end of the threaded rod is arranged on the second sealing block in a penetrating mode, the threaded ring is in threaded connection with the threaded rod, and the inflatable air bag is arranged on the outer side of the threaded rod. The pressing air bag is arranged on the water contact side of the first sealing block and communicated with the inflatable air bag through a one-way valve, and a receding hole allowing an inflation pipe of the inflatable air bag to penetrate through is formed in the second sealing block.
