The invention relates to a method for preparing a high-performance cement-based material by using carbonized high-belite sulphoaluminate cement, which mainly comprises the following steps: (1) mixing high-belite sulphoaluminate cement with water, and introducing a precise dosage of carbon dioxide in the stirring process, with the median particle size of the high-belite sulphoaluminate cement being less than or equal to 18 [mu] m, the median particle size of the high-belite sulphoaluminate cement being less than or equal to 18 [mu] m, the carbon dioxide being less than or equal to 20 [mu] m, and the carbon dioxide being less than or equal to 20 [mu] m; the content of dicalcium silicate is 35-45 wt.%, and the content of anhydrous calcium sulphoaluminate is 20-40 wt.%.
