The low-alkalinity seawater and sea sand concrete is prepared from 380-570 parts of a low-alkalinity cementing material; wherein the low-alkali cementing material is prepared from the following components in parts by weight: 220 to 350 parts of cement, 150 to 200 parts of high-activity residue soil and 10 to 20 parts of anti-corrosion and anti-permeability admixture, and the cement is PO42.5 cement; the sea sand is fine sand, and the maximum particle size of coarse aggregate in the sea sand is 15 mm; the pebbles are broken stones, and the particle size of the pebbles is in single-particle-grade grading with the particle size of 5-15mm; 200 to 240 parts of seawater; 4-6 parts of a water reducing agent, wherein the water reducing agent is a polycarboxylic acid water reducing agent; the density of the anti-collapse agent is 1 to 1.2 g/cm < 3 >, the solid content of the anti-collapse agent is 35 to 43, and the pH value of the anti-collapse agent is 5 to 6.
