Comprising the following components in parts by mass: 250 to 370 parts of cement, 80 to 95 parts of fly ash, 50 to 60 parts of phosphorus slag powder, 970 to 1110 parts of high-titanium heavy slag sand, 800 to 865 parts of high-titanium heavy slag stone, 190 parts of water and 8.51 to 12.97 parts of an additive, and the strength grade of the underwater concrete is C25-C40. A large amount of industrial solid wastes such as the high-titanium heavy slag sand, the high-titanium heavy slag stone, the coal ash and the phosphorus slag powder are utilized, the weight ratio of the solid wastes reaches 80% or above, the solid wastes and the cement are effectively combined by adjusting the dosage of all the components, and the obtained underwater concrete has high cohesive force, dispersion resistance and segregation resistance, and has the advantages of being high in strength, good in water resistance and the like. The characteristics of self-leveling and self-compacting underwater to form high quality and uniformity are realized.
