The modified slag, the cement clinker, the fly ash, the limestone and the gypsum are optimally ground and uniformly mixed to prepare the low-clinker-coefficient prepared cement with the clinker dosage of 40-50% and the strength grade of 52.5. The hydration activity of the clinker and the slag can be improved, the clinker consumption is reduced, and the emission of carbon dioxide is reduced.
