Comprising the following steps: weighing the following raw materials in parts by weight: allyl polyethylene glycol, methacrylic acid, unsaturated polyether, waterborne polyurethane emulsion, hexafluorobutyl methacrylate, high-valence manganese salt, an initiator, aluminum isopropoxide, deionized water, polymer colloid, a nitric acid solution and a chain transfer agent; preparing a first mixed material; preparing a second mixed material; preparing a solution A; preparing a solution B; and adding the solution B into a reactor, dropwise adding the solution A, and adding the first mixed material and the second mixed material to obtain the polycarboxylate superplasticizer. The invention aims to solve the technical problems of large mixing amount, poor water reducing property and poor plasticizing effect, and provides a preparation method of a polycarboxylic acid high-performance water reducing agent.
