The invention relates to the technical field of building material preparation devices, and discloses a fiber reinforced asphalt mixing and stirring device which comprises a workbench, supporting legs are fixedly mounted on the periphery of the bottom of the workbench, a fixing column is fixedly connected to the center of the rear side of the top of the workbench, and a first sliding groove is formed in the fixing column; a first hydraulic air cylinder is fixedly mounted in the center of the top of the fixing column, and the output end of the first hydraulic air cylinder penetrates through the fixing column to be fixedly connected with the first hydraulic rod. According to the device, the stirring barrel is fixedly connected above the top end of a third hydraulic rod through a second fixing plate, the third hydraulic rod is fixed above a first fixing plate through a third hydraulic air cylinder, the first fixing plate is fixed above a second sliding block through a second stand column, the second hydraulic air cylinder stops working, and the third hydraulic air cylinder is started; a third hydraulic cylinder drives a second fixing plate to move upwards through a third hydraulic rod, and a stirring barrel at the top of the second fixing plate moves upwards along with the second fixing plate to completely wrap the fixing rod.
