The invention provides a monitoring device and a monitoring method for dam-passing effect of fish by utilizing a fish-passing facility. An observation fish groove is formed in the corner position of a multi-stage vertical seam type fishway, an observation room is arranged above the observation fish groove, an observation box is arranged in the observation room, the periphery of the observation box is a non-transparent counterweight plate, an opening is formed in the upper portion of the observation box, and observation glass is arranged below the observation box; a lifting device is arranged in the observation chamber and connected with the observation box, a side observation opening is further formed in one side of the observation fish tank, and sealing glass is arranged on the side observation opening. Normal operation of the fishway is not affected, fish resources are not affected, and the system and the method are brand new for observing the fishes in the fishway; in the fishway engineering, the fishway monitoring efficiency can be improved, more scientific, detailed and effective monitoring data can be provided, and fishes can be better protected.
