According to the method, arsenic in the waste residues can be efficiently removed, compared with a traditional treatment method, the treatment time is shorter, the efficiency is higher, raised dust is subjected to tail gas treatment, secondary pollution is prevented, sodium thiosulfate, incineration fly ash, pulverized coal, rock, a binder and a proper amount of water are mixed and then subjected to proportioning granulation, the added pulverized coal enables arsenic-containing waste residues to be fully combusted, the particle size is small, and the arsenic-containing waste residues can be recycled. Therefore, the arsenic removal rate is improved, the arsenic is solidified into the clinker by effectively utilizing preheating and high-temperature incineration of the rotary kiln, the activity of the arsenic is reduced, and thorough harmlessness of the arsenic-containing waste residues can be realized.
