The invention discloses an underwater pile foundation pile casing anchoring method which comprises the following steps: step 1, after a buoyancy tank platform is in place, performing impact hole forming on bare rock at a pile position through a percussion drill arranged on the platform, firstly leveling an uneven rock surface, and then performing rock drilling and hole forming; 2, after the hole forming depth reaches the designed hole depth, lengthening is conducted through a portal crane on the platform, a pile casing is lowered, and the hole entering depth of the pile casing is controlled to be 3 m; 3, sediment in the holes is cleaned through gas lift reverse circulation; 4, a pouring guide pipe is installed in the pile casing, anchoring concrete pouring is conducted through the same technology as pile foundation pouring, and the pile casing is lifted and lowered repeatedly in the pouring process so that concrete in the hole can flow out of the hole; and 5, after concrete inside and outside the rock hole is controlled to be flush with the outer side rock surface, the concrete strength is waited, and construction of the anchoring pile foundation pile casing is completed.
