The invention relates to the technical field of concrete admixtures, in particular to waterproof and impermeable repair mortar and a preparation method thereof. The raw materials of the waterproof and impermeable repair mortar comprise ordinary Portland cement, quick-hardening sulphoaluminate cement, gypsum, quartz sand, a silicon dioxide coated hydrophobic material with a core-shell structure, redispersible latex powder, a water-retaining and thickening material, lithium carbonate and a water reducing agent. The silica-coated core-shell structure hydrophobic material is prepared by adding a silica-based polymer-based network polymer into an aqueous solution formed by mixing an organic silicon water repellent and a dispersing agent, filtering and drying; the silica-based polymer-based network polymer is obtained by mixing, washing and drying an oil-in-water emulsion and a pre-hydrolysate, and the oil-in-water emulsion is prepared by uniformly mixing a surfactant and urea resin and dropwise adding water; the prehydrolysate is obtained by heating triacetoxyethyl silane in an acidic aqueous solution. The repair mortar has good waterproofness, penetration resistance, tensile adhesive strength and water-retaining property.
