And the tensioning piece is positioned in the mounting hole and is used for hooking a stress surface at the bottom of the concrete. According to the method, damage to a primary concrete structure or a reserved drainage pump foundation bolt hole can be effectively avoided, the later repair procedure is also avoided, and occupation of the construction period is reduced; the device disclosed by the invention is relatively simple to mount and dismount, the base platform and the sealing foundation plate can be chiseled away only by dismounting the tensioning piece, and subsequent mounting of permanent equipment, namely a draining pump, is facilitated.
