The invention provides an anti-settlement system for a roadbed in a permafrost region, and relates to the technical field of geotechnical engineering, the anti-settlement system comprises: a plurality of heat dissipation rods inserted at two sides of a highway roadbed; the heat dissipation rod comprises a first section, a second section and a third section which are sequentially connected from top to bottom and are respectively provided with a first cavity, a second cavity and a third cavity; the top end of the second section is slidably connected into the second cavity from the opening in the bottom end of the first section, and the first cavity, the second cavity and the third cavity are communicated with one another to form a liquid storage space; the bottom end of the first section is provided with a plurality of arc-shaped pressing pieces which extend downwards and are arranged at intervals in the circumferential direction, the arc-shaped pressing pieces are connected to the outer wall of the second section in a pressed mode, and outer threads are arranged on the outer walls of the arc-shaped pressing pieces. The heat dissipation rod further comprises a locking sleeve. From top to bottom, the diameter of at least one part of the locking sleeve is gradually reduced, internal threads corresponding to the external threads are arranged on the inner wall of the locking sleeve, and the locking sleeve can inwards press the arc-shaped pressing piece on the outer wall of the second section by rotating the locking sleeve.
