In order to solve the technical problems of large raw material addition amount, high cost, long maintenance period and the like in the existing sludge solidification and stabilization treatment technology, the invention provides an all-solid waste sludge solidification and stabilization composite material as well as a preparation method and application thereof. The invention provides an all-solid waste sludge solidification and stabilization composite material, which comprises a sludge solidification material A and a sludge solidification material B. The sludge solidification material A comprises titanium gypsum, red mud and steel slag; the sludge curing material B is prepared from desulfurized fly ash and fly ash; the mass percent of each substance of the sludge curing material A and the sludge curing material B is as follows: 5 to 30 percent of desulfurized fly ash, 10 to 60 percent of fly ash, 5 to 25 percent of titanium gypsum, 5 to 10 percent of red mud and 10 to 25 percent of steel slag. All the raw materials of the prepared sludge solidification and stabilization composite material are formed by utilizing industrial solid wastes, and solidification and stabilization treatment can be carried out on the sludge in a short time.
