The invention has the advantages that: 1, the mixed material of the water granulated slag, the fly ash and the industrial desulfurization slag is added into the cement instead of mineral powder, so that not only is the strength of the cement effectively improved, but also the production cost of the cement is reduced; 2, the water granulated slag, the fly ash and the industrial desulfurization slag are reasonably mixed, so that the activity of the cement product is effectively improved.
