A water return assembly is arranged on the lower side of the one-way plate and used for opening the one-way plate downwards when negative pressure occurs in the pipeline or the pressure lower than the pressure of the tower barrel, so that water in the tower barrel flows into the pipeline. A supporting and adjusting assembly is further installed on the tower barrel and used for controlling and adjusting the pressure of the supporting and adjusting assembly on the piston.
