The invention discloses a spray forming device which comprises a first water passing panel, a second water passing panel and a water passing channel, and the first water passing panel and the second water passing panel are communicated through the water passing channel. At least one of the first water passing panel and the second water passing panel can move in the spray forming device in the axial direction, and the position of the first water passing panel and the position of the second water passing panel in the spray forming device can be switched mutually. And when the first water passing panel or the second water passing panel is located at different positions, water spots in different forms can be generated. The invention further discloses a water outlet structure which comprises the spray former and a water outlet end, and the spray former is rotatably arranged at the water outlet end. The water outlet spray can be changed, compared with an existing product capable of achieving the same function, the structure is greatly simplified, and the impurity removal function is further achieved.
