The invention provides a vortex vibration and flutter prevention device and a split box girder bridge and relates to the technical field of bridges, the vortex vibration and flutter prevention device is used for being installed between two adjacent split box girders and comprises a vortex isolation plate, a fixing plate, an anemograph, a control system and a driving system, and the anemograph, the control system and the driving system are installed on the fixing plate; the vortex isolating plate is rotationally connected with the fixed plate, and has an initial state parallel to the fixed plate and an overturning state perpendicular to the fixed plate; the control system is in signal connection with the anemograph and the driving system; the anemograph is used for detecting wind speed; and the driving system is in transmission connection with the vortex isolating plate, so that the vortex isolating plate is switched from an initial state to an overturning state. The technical problem that remarkable vortex-induced resonance is likely to happen to the grooved box girder is solved.
