The invention provides a static cutting construction method for an existing concrete structure without a supporting frame. The static cutting construction method comprises the steps of construction preparation, surveying and setting out, water drill drilling, wire saw machine and guide wheel fixing, wire saw installing, pre-hoisting, cutting and removing. In the pre-lifting step, a lifting appliance is fixed to the to-be-cut block through a lifting hole, upward pulling force is applied to the to-be-cut block through the lifting appliance, and the pulling force is 1-1.2 times of the weight of the to-be-cut block. Non-support cutting of the concrete structure is achieved, during cutting, a supporting structure does not need to be arranged for supporting the to-be-cut block, the workload of erecting a supporting body is reduced, and the construction process is more efficient and safer.
