The invention discloses an anti-leakage combined sleeve device and a construction method thereof.The combined sleeve device comprises a large-diameter anti-leakage pipe and a drainage pipe, and the large-diameter anti-leakage pipe is connected with an upper layer structure through a hoop support; a maintenance notch is formed in the side, facing the upper layer structure, of the large-diameter anti-leakage pipe in the length direction of the large-diameter anti-leakage pipe. The drainage pipe is arranged in the large-diameter anti-leakage pipe in the length direction of the large-diameter anti-leakage pipe. The construction process is simplified, unnecessary complex construction interspersing in the construction stage is avoided, and the construction efficiency is improved; and compared with a suspended ceiling with a hard structure, the large-diameter anti-leakage pipe has the advantages that the structure is smaller, the occupied plane space and the occupied three-dimensional space are smaller, and the building space is better utilized.
