Side slopes are arranged on the inner walls of the foundation pits; the water collecting well is communicated with the drainage ditch; inserting holes are formed in the side surfaces of the first side plate and the second side plate; a two-way pipe assembly is inserted into the insertion hole in the first side plate in a matched manner; a second drainage pipe is inserted and matched in the insertion hole in the second side plate; a filtering piece is arranged in the water collecting well; the filtering piece is connected with an external working water pump through a water pumping pipe; the two-way pipe assembly is connected with an external standby water pump through a water pumping pipe. The water level of accumulated water rises gradually to drive the floating ball to rise gradually along the guide rod, so that the light shielding plate is driven to rise gradually, when the accumulated water overflows the two-way pipe assemblies on the lowest layer, the light shielding plate just shields the infrared travel switch on the lowest layer, and the controller controls the corresponding external standby water pump to start.
