The invention relates to a reservoir hydro-fluctuation belt which is arranged on a side slope of a river, a lake or a reservoir and is provided with a submerging low-frequency area, a submerging lower-frequency area, a submerging medium-frequency area, a submerging higher-frequency area and a submerging high-frequency area which are sequentially arranged on the side slope of the reservoir from top to bottom according to accumulated submerging frequency distribution of the side slope of the reservoir. A hidden dike structure is arranged in the higher-frequency submerging area, and vegetation submerging the higher-frequency area is planted on the hidden dike structure submerging the higher-frequency area; submerged medium-frequency region vegetation is planted in the submerged medium-frequency region; vegetation submerging the lower-frequency region is planted in the lower-frequency region submerging the lower-frequency region. According to the reservoir hydro-fluctuation belt, the water level frequency curve and the water level frequency accumulation curve are formed according to the historical data of the reservoir water level, the reservoir hydro-fluctuation belt is subjected to regional division according to the accumulation curve, and targeted planting is carried out according to the characteristics of the water level frequency in different regions and the growth characteristics of plants.
