The invention provides a vegetation concrete slope protection structure and a construction method.The vegetation concrete slope protection structure comprises a recycled aggregate layer, an acid-base neutralization layer, a vegetation concrete layer and a planting layer, and the recycled aggregate layer, the acid-base neutralization layer, the vegetation concrete layer and the planting layer are sequentially stacked on an original soil surface layer from bottom to top; the continuous porosity of the vegetation concrete layer is larger than or equal to 20%. The acid-base neutralization layer comprises first planting soil and first plant seeds, and the planting layer comprises second planting soil and second plant seeds. The original soil layer is reinforced through the plant-growing concrete structure, meanwhile, recycled aggregate obtained through cyclic utilization of building waste is applied to the bottom layer of the side slope for water storage, the acid-base neutralization layer is arranged below the plant-growing concrete layer, and therefore the acid-base environment needed by plant growth is met; and the survival conditions of urban surface plants and soil microorganisms are improved.
