The invention relates to a semi-submersible fan foundation, comprising: a platform body comprising a central docking platform, a plurality of support beams and a plurality of fixed ends, the first end of each support beam being connected to the central docking platform and the second end being connected to one fixed end; the supporting stand column comprises a plurality of stand column bodies and a plurality of connecting bottom rods, the two ends of each connecting bottom rod are connected with the two stand column bodies respectively, and the fixing ends are installed at the tops of the stand column bodies in a one-to-one correspondence mode; the outer wall cleaning device comprises a plurality of rotating rings and a plurality of bases, the stand column bodies are movably sleeved with the rotating rings one by one, a plurality of rubbing supporting rods are arranged in the circumferential direction of the rotating rings, the bases are installed at the bottoms of the stand column bodies, each base is provided with a plurality of driving mechanisms, and the driving mechanisms are used for driving the rotating rings to rotate. The device not only can clean the outer wall of the stand column main body, but also can reduce the washing effect of seawater on the stand column.
