The invention discloses a tunnel construction maintenance safety method, device and system, and the method comprises the steps: obtaining tunnel traffic real-time data which comprises in-tunnel traffic real-time data and out-tunnel traffic real-time data, substituting the tunnel traffic real-time data into a preset data processing model, generating a tunnel traffic state, and transmitting the tunnel traffic state to a tunnel construction management server; generating a tunnel vehicle guiding instruction according to the tunnel maintenance early warning execution data, collecting data inside and outside the tunnel through a road cone and an intelligent cone bucket collecting and releasing robot, performing data analysis according to the collected data, and reminding a vehicle ready to drive into the tunnel of the construction condition of a road in front of the vehicle through a guiding device, a display device and the like. The problem that a driving vehicle auxiliary system cannot perform early warning on the traffic condition of the other end of a curve and moving objects in a long range of the tunnel when the curved tunnel is constructed and the construction length is relatively long and dispersed is solved.
