By means of the fixing base (5) and the positioning beam assembly, accurate positioning and fixing of the surrounding plate (1) between the track plate and a beam bridge base body are achieved, and on-site forming of peripheral blocking type liquid mortar which is externally laid from the middle to the periphery of a lower supporting body of the track plate is achieved. The technical problems that the prefabricated cement blocks are supported between the track plate and the beam bridge base body, and the prefabricated cement blocks in the forming state cannot meet the requirement for the space between the track plate and the beam bridge base body are solved, and therefore the supporting strength of the track plate and the planeness precision of the track plate are improved.
