Comprising the following steps: S1, draining accumulated water in a to-be-treated construction area, and forming a non-soaking soft soil layer and a soaking soft soil layer in the construction area; s2, in-situ curing treatment is conducted on the non-water-soaking soft soil layer, and a first curing layer is formed; s3, in-situ curing treatment is conducted on the soaked soft soil layer to form a second curing layer, then roadbed filler is laid on the surface of the second curing layer till the roadbed filler is flush with the first curing layer, and a filler layer is formed; and S4, filling soil on the surfaces of the first curing layer and the filler layer to form a fishpond section roadbed. The non-water-soaked soft soil layer and the water-soaked soft soil layer are respectively treated based on the in-situ curing treatment technology, and transfer of soft soil waste of the fishpond is reduced. And meanwhile, after in-situ soft soil and the pile foundation waste are uniformly stirred, in-situ curing treatment is performed, so that the pile foundation waste is turned into wealth, and the economical efficiency is greatly improved.
