The invention discloses a roof rainwater collecting device and method capable of being paved with greening plates. The roof rainwater collecting device comprises a water collecting hopper, a placing frame and a supporting frame used for supporting the placing frame. The placement frame comprises a water stop plate and two vertical plates connected to the top of the water stop plate, the tops of the two vertical plates are connected with a greening plate, a cleaning rod is arranged between the two vertical plates, the sides, away from each other, of the two vertical plates are connected with a protection box, and a transmission part used for driving the cleaning rod to clean the top of the water stop plate in a reciprocating mode is arranged in the protection box; the water collecting hopper is supported and fixed through a positioning frame, and the bottom of the water collecting hopper is connected with a separating cylinder through a connecting pipe; the placing frame can be supported by a supporting frame and placed on a plane roof, or the placing frame can be directly placed on a slope roof and can be used according to selection, the greening plate can be selectively laid on the top of the placing frame, the roof greening area is increased, and after rainwater passes through the greening plate, redundant rainwater can be collected.
