The construction cost is reduced, and construction materials are saved; the method specifically comprises the following steps that a protection device is prepared, and the protection device is of a cover-shaped structure; according to the structural size and number on a construction drawing, fixed-length blanking is conducted on the basis of the curve length of the prestressed steel bars, tensioning equipment and different forms of assembly requirements; after the on-site prestressed reinforcements and the concrete cushion blocks are arranged, the protection device is installed; a steel bar position is reserved at the tensioning end, the prestressed steel bar penetrates through the bottom of the protection device, and then the protection device is fixed; and one end of the prestressed steel bar extends out of the protection device by 100mm. The conditions that construction is inconvenient and potential risks exist due to the fact that the reserved anchor cable is exposed before tensioning are solved, meanwhile, the construction cost is reduced, construction materials are saved, and the national safety and civilization construction regulations are met.
