The invention discloses a thickness control device and method for a concrete shear wall and a protective layer. The thickness control device comprises a concrete block with the length equal to the thickness of the concrete shear wall to be constructed; positioning grooves are formed in the length direction of the concrete block body, the two positioning grooves are symmetrically formed in the concrete block body with the length center of the concrete block body as the reference, and the width of each positioning groove is equal to the diameter of a horizontal steel bar or a longitudinal steel bar of a steel bar mesh in the concrete shear wall to be constructed; the distance between the end face of the concrete block body in the length direction and the outer side length edge of the positioning groove in the side where the concrete block body is located is a protection layer thickness control line, and the length of the protection layer thickness control line is equal to the thickness of a protection layer of the concrete shear wall to be constructed. The thickness of the concrete shear wall and the thickness of the protective layer of the concrete shear wall can be controlled, the reinforcing mesh can be positioned, and the construction quality and the construction efficiency of the concrete shear wall are improved.
