The invention belongs to the field of emergency, and discloses a multifunctional land oil spill emergency system which comprises a compartment body, an oil receiving device, an oil receiving device, a hydraulic power unit and a self-priming pump. The oil collecting equipment comprises a rotating disc type oil collecting machine; the rotating disc type oil collector comprises two buoyancy tanks which are oppositely arranged, a pair of first rotating shafts arranged between the two buoyancy tanks, a pair of second rotating shafts and a floating oil transfer tank; the first disc and the second disc are arranged in a staggered mode and partially coincide in the axial direction. The bristles are in contact with the oil absorption felt cloth; the system is provided with the improved rotating disc type oil receiving machine, and the purposes of self-sufficient power, high efficiency and all-directional oil cleaning are achieved by matching with other oil receiving equipment, a hydraulic power unit and a self-priming pump.
