A drainage pipe of the water storage layer is connected with a main drainage pipeline pre-buried in the base layer; the sand filter layer is paved on the upper layer of the water storage layer, and the sand filter layer and the water storage layer are separated by geotechnical cloth; the leveling layer and the water permeable brick layer are sequentially paved on the upper layer of the sand filter layer; the water-absorbing fiber bundles are added into the sand filtering layer, so that the gathering and permeating speed of downward seeping water is accelerated, and the water collecting and draining efficiency is improved; the water storage layer is innovatively added, the water storage function can be achieved when the water volume is small, meanwhile, the siphon structure is arranged, when the water displacement is large, water stored in the water storage tank can be rapidly drained, and water accumulation is avoided.
