The invention provides a construction method for continuously paving a pavement structure layer. The construction method comprises the following steps: filling a filling roadbed layer by layer and compacting layer by layer; paving a graded crushed gravel layer on the top layer of the filling roadbed, compacting the graded crushed gravel layer, and arranging a waterproof grid plate on the top of the compacted graded crushed gravel layer; paving construction of a pavement subbase layer is continuously conducted on the waterproof grid plate; the surface of the top layer of the pavement subbase is coated with an adhesive, a waterproof layer is pasted, and then paving construction of the pavement subbase is continuously conducted; and the pavement base course is completely constructed, and then paving construction of the pavement surface course is continuously carried out. The waterproof grid plate and the waterproof layer are arranged, seepage water can be prevented and controlled layer by layer, and therefore the waterproof effect of highway pavement structure layer construction is improved.
