The multifunctional device comprises a U-shaped frame and a rectangular frame, at least two rolling wheels are arranged at the bottoms of the two sides of the U-shaped frame respectively, first automatic telescopic rods are vertically arranged between the four corners of the U-shaped frame and the four corners of the rectangular frame respectively, and the open end and the closed end of the U-shaped frame correspond to the two ends of the rectangular frame respectively. The rectangular frame supports two rails extending in the length direction of the rectangular frame, the two rails are connected with lifting hoists through rail cars respectively, lifting hooks of the lifting hoists are hooked with steel wire ropes capable of being connected into a ring shape, eyebolts are hung on the steel wire ropes, the steel wire ropes connected into the ring shape are arranged outside a diseased pier column in a sleeving mode, and the eyebolts on the steel wire ropes are implanted into a to-be-cut section of the diseased pier column. According to the device, the stability of the temporary supporting device cannot be affected, the pier column concrete blocks can be easily transported outwards, and external pier column reconstruction materials can be easily transported to the pier column through the device.
