A hinged plate is hinged to the side face, close to the drainage ditch, of the water collecting groove, and a torsional spring is arranged at the hinged position of the hinged plate and the water collecting groove and used for breaking the hinged plate to rotate to block the end of the drainage box culvert; a plurality of overflow holes are formed in the hinge plate; a linkage mechanism is further arranged in the water collecting groove and comprises a water storage tank, a pull rope and a supporting rod, the water storage tank is vertically arranged in the water collecting groove in a sliding mode, and the supporting rod is erected in the water collecting groove; the pull rope is connected between the water storage tank and the hinged plate, and the supporting rod abuts against the bottom of the pull rope. On the basis, the drainage box culvert can be automatically opened in the heavy rainfall weather, the drainage rate of rainwater is increased, and the situation that waterlogging occurs on the surface of a road is reduced. In addition, the invention further provides a construction method based on the water collection and drainage structure.
