The invention discloses preparation and application of tailing sand and artificial sand composite concrete. The preparation method comprises the following steps: carrying out primary treatment on tailing sand and artificial sand by adopting a double-shear mixing device; sampling the raw materials treated by the double-shear mixing device, and respectively detecting the water absorption rates of the tailing sand and the artificial sand; according to the water absorption rate of the tailing sand and the artificial sand, the volume and mass of water, cement and other sizing materials needing to be added are calculated through a central control module; and adding and uniformly mixing the raw materials according to the addition amount calculated by the central control module by adopting a concrete stirring device according to the calculated result. According to the preparation method of the tailing sand and artificial sand composite concrete provided by the invention, the tailing sand and artificial sand composite concrete is synchronously sheared and mixed by adopting a double-shearing mixing device, so that the working efficiency is improved, meanwhile, the pollution of the tailing sand to the environment is reduced, the utilization rate of the tailing sand is increased, and the cost of a structural engineering building is reduced.
