The fixed component comprises a fixed bottom chopping part, a center body and fixed energy dissipation teeth; the center body is fixed to the middle of the fixed bottom cutter, and the fixed energy dissipation teeth are arranged on the two sides of the fixed bottom cutter at intervals. The fixing assembly comprises a fastening seat, a fastening block and a fastening bolt; the movable component comprises positioning sleeves, a movable bottom cutter and movable energy dissipation teeth, the positioning sleeves are fixed to the side faces of the two sides of the fixed bottom cutter, the positioning sleeves are sleeved with the movable bottom cutter, and the movable energy dissipation teeth are fixed to the movable bottom cutter and correspond to the fixed energy dissipation teeth; the driving assembly comprises a water wheel, a bevel gear set, a driving shaft, a rotating disc and an eccentric rod, a rotating shaft of the water wheel and the driving shaft are in transmission connection with two rotating shafts of the bevel gear set respectively, the rotating disc is fixed to the end of the driving shaft, and the eccentric rod is hinged between the movable bottom cutter and the rotating disc; the structure is high in stability and low in construction difficulty, and safe operation of aqueduct engineering is guaranteed.
