The invention relates to the technical field of water conservancy irrigation systems, solves the problem that in the prior art, silt is prone to being deposited from a main road to a branch road, and discloses an irrigation area open channel water delivery centralized regulation and control system which comprises a main control gate, a control gate and a control terminal. The fender is arranged in the longitudinal cutting direction of water flow, the side, close to the flashboard, of the fender is rotationally connected with the frame, a control assembly driving the flashboard to move is arranged on the frame, and a linkage piece enabling the fender to rotate along with movement of the flashboard is arranged between the fender and the flashboard. A mud discharging mechanism used for discharging silt blocked by the mud blocking plate out of the main road is further arranged in front of the main control gate. The mud guard arranged in the main control gate can rotate along with the opening degree of the gate plate, the mud guard inclines to block the water body so as to block sediment in the water body, the sediment is output out of the main road through the mud discharging mechanism, and therefore the degree of sediment deposition from the main road to the branch road is reduced.
