The invention discloses a lowering and recycling device for a seabed static sounding system, which comprises a main body frame, a roller frame is fixed in the main body frame, a variable-diameter cable winding roller and a bidirectional lead screw are fixed on the roller frame, an alternating-current variable-frequency motor is fixed on a main shaft, and a tension detection device is fixed on the alternating-current variable-frequency motor. A cable arrangement motor is fixed to one end of the bidirectional lead screw, a cable arrangement device is arranged on the bidirectional lead screw and connected with a guide cylinder through a rotating bearing, and the guide cylinder is arranged on the bidirectional lead screw in a sleeving mode and makes contact with the bidirectional lead screw through threads. The tension detection device comprises a tension sensor, the tension sensor, the alternating current variable frequency motor and the cable arrangement motor are all connected with a controller, and the controller is fixed in the main body frame. The device solves the problems that in the prior art, a traditional lowering and recycling device is poor in tension control precision and cannot meet the operation requirements of different cable minimum bending radiuses in field operation. And the safety and the efficiency of seabed static sounding operation are improved.
