The invention discloses a pavement guidance system and a traffic guidance method based on the pavement guidance system. The pavement guidance system comprises a marking group, a guidance control module, a signal transceiving module and a cloud platform which are in communication connection in sequence, the marked line group comprises a plurality of electronic marked lines which are embedded into the road surface and are used for emitting light, and the plurality of electronic marked lines are combined to form various traffic marked lines; the guide control module is used for receiving a guide instruction to control the traffic markings in the designated area to switch different display states so as to carry out different road guides; the signal transceiving module is used for receiving a guide instruction issued by the cloud platform and transmitting the guide instruction to the guide control module; and the cloud platform is configured to obtain the road condition information in the designated area by using the road Internet of Things monitoring system. Therefore, the road surface guiding system provided by the invention has the advantages that the vehicle load resisting strength of the electronic marking line is high, the adaptability with the road surface is good, and the working state of the electronic marking line can be monitored and controlled in real time.
